Samuel Fallows (1835–1922) was a Methodist minister, Superintendent of Public Education of Wisconsin, and Colonel in the Union Army during the Civil War. Born in England, Fallows was educated at the University of Wisconsin-Madison, served as a minister in Oshkosh, Wisconsin, until the beginning of the Civil War and entered the Army as a Chaplain in the 40th Wisconsin Volunteer Infantry Regiment. After the war, President Andrew Johnson advanced him to brigadier general in recognition for his service. In 1875 he joined the Reformed Episcopal Church, and was the serving chaplain at the dedication of the Lincoln memorial in Washington D.C.
