“Once again, the unspoken agent who has set apart the apostle for a special task is God. Paul’s choice of the verbal phrase ‘set apart,’ especially in light of its use in Gal 1:15, likely alludes to the vocational call given to the Old Testament prophets (Isa 49:1; Jer 1:5).5 When this notion of being ‘set apart’ is seen in light of the two previous epithets, it appears that Paul is claiming before his Roman readers an authority enjoyed by the prophets.” (Volume 100, Number 1, Page 19)

“The unspoken agent of Paul’s call to be an apostle, of course, is God. Consequently, any rejection of Paul’s apostolic status by the Roman churches would be tantamount to their rejection of God who has called him to this special role. Even though the congregations in Rome do not know Paul personally, they should nevertheless accept him as a ‘called apostle’ whose gospel message bears the authority of God himself.” (Volume 100, Number 1, Page 19)

“He first claims that the purpose of his apostleship is to preach the gospel ‘among all the Gentiles.’ He then claims that his Roman readers belong to that very same group of people—the Gentiles (‘among whom you also are’). The unstated but obvious conclusion to these two points is that the purpose of his divinely commissioned apostleship is to preach the gospel to the Christians in Rome.” (Volume 100, Number 1, Page 21)

“The sender formula (vv. 1–6) consists of some 71 words, about ten times longer than is typically found in Paul’s other letter openings and almost four times longer than his next longest (Gal 1:1). This suggests that Paul is very much concerned with presenting himself to the believers in Rome.” (Volume 100, Number 1, Page 18)
